Position Summary:
Responsibilities and Duties:

The Telecom Contracts Sourcing Specialist should be able to procure new subcontractors, collect qualification documentation, review subcontractor insurance COIs and policies, analyze subcontracts to ensure they meet Amentum and Amentum’s Client requirements, monitor subcontractor performance, document subcontract files in accordance with established policies and procedures, and serve as an account representative for each subcontractor.

Duties include:
1. Review, maintain, and request Certificates of Insurance and/or Insurance Policies for both suppliers and Amentum.
2. Issue review and oversee the subcontractor qualification process for assigned subcontractors including due diligence reviews.
3. Provide analysis and assessment of supplier on-boarding documentation to ensure supplier will align with Amentum safety culture while providing high-quality services meeting Amentum customer requirements.
4. Negotiate and coordinate additions, deletions, or modifications of subcontracts in concert with the Telecom Subcontracts Manager.
5. Ensure supplier requirements are executed and consistent with technical, program, cost, and performance (quality and delivery) requirements.
6. Negotiation of sub-contract, including appropriate customer flow down, to support project constraints and minimize contract risk in concert with the Telecom Subcontracts Manager.
7. Manage, track and maintain any necessary Supplier Pre-Qualification Exception Requests to ensure the Ops Sponsor follows up as necessary.
8. Oversee the overall performance and compliance of assigned subcontractors, including maintaining accurate and up to date supplier records.
9. Develop, communicate, and implement subcontracting strategies in accordance with individual program objectives while maintaining strong program and subcontractor relations.
10. Engage and communicate efficiently with internal stakeholders as necessary. Specifically, regarding on-boarding of requested suppliers, status of existing suppliers and executing customer requirements.
11. Brief Subcontracts Manager and Director of Contracts on program contracts/subcontracts status.
12. Develop efficient solutions in a fast pace working environment.
13. Maintain internal and external relations- Telecom Contracts Sourcing Specialist is expected to be the supplier’s escalation path for on-boarding, general inquiries, invoicing, purchasing, etc.
14. Familiarizing with internal stakeholders is key to directing suppliers to connect contacts to resolve issues.
15. Support in-house corporate counsel when needed in concert with Director of Contracts and Subcontracts Manager.
16. Issue and negotiate non-disclosure agreements.
17. Assist in identifying new viable candidates.

Requirements:

Education: A recognized degree from an accredited college or university or equivalent years of work experience.

Preferred Experience (not required):

• Contract administration and/or account management.
• Paralegal or legal assistant experience.
• Data management.
• Sourcing.


General Skills:

• Strong customer service and communication skills required.
• Strong observation and decision-making skills.
• Ability to organize and prioritize work.
• General knowledge of MS Office (Excel) required, Smartsheet preferred.
• Must be able to work independently, establish priorities, and meet deadlines with minimal Supervision.
• Ability to multi-task and work in a fast-paced environment.
• Must be able to work in a remote environment.
• Must be eligible to work for any US Employer without current or future visa sponsorship.

Job Description
Daily tasks include, but are not limited to:
  • Installation, Commissioning, and Integration of Ericsson RBS equipment, specifically BBU6630, RP6648 and RP6651, into customer networks.
  • Installation/upgrades of cell site routers (7705 & IXR).
  • New Site Builds (NSB), Carrier Ads as well as Indoor systems including all necessary elements; installation, integration, testing, transport, alarm, power, ground, SIAD, functional and E911 call testing.
  • OTDR and Scope testing of new and existing fibers.
  • Fault diagnosis and rectification of new and existing cell site equipment.
  • Provide Service Delivery work installing new cell site equipment from channel card elements up to complete new cell site installs
  • Develop proficiency with use of relevant wireless tools and test equipment
  • Develop proficiency with inventory tools and procedures
  • Able to trouble shoot AC and DC power systems including tower light controllers
  • Ability to lift and carry up to 50 lbs.
Additional Qualifications
  • Vocational Skills and procedural knowledge, typically gained through a combination of education and relevant experience totaling up to 2 years post-high school or equivalent
  • Ability to multi-task and maintain composure in stressful and demanding work environment
  • Minimum 2 years of experience with Ericsson DUS, DUL, BB6630, BB5216.
  • Minimum 2 years of experience with Telecom equipment, including CSR, LMU, PDU.
  • Minimum 2 years of experience in cellular network deployment projects.
  • Experience with OTDR and Fiber Scope testing.
  • OSHA 10hr Certification preferred.
  • First Aid Certification preferred.
  • Valid driver’s license and the ability to pass a driving record check.
  • Basic computer skills
  • Ability to pass a pre-employment drug screen, criminal background check, and MVR/DMV screen.
  • Ability to travel and work in different states for extended periods of time.

  • Perform Technical Site Surveys and create associated schematics; Troubleshoot, Diagnose, and resolve issues and alarms.
  • Fault diagnosis and rectification of new and existing cell site equipment.
  • Hands-on working knowledge how to do eNodeB/GNodeB Rehoming/Reparenting on field Develop proficiency with use of relevant wireless tools and test equipment.
  • Develop proficiency with inventory tools and procedures.
  • Able to troubleshoot AC and DC power systems including tower light controllers.
  • Ability to lift and carry up to 50 lbs.
  • Complete and deliver site completion report within the deadline.

  • Minimum 4 years of experience with Ericsson Equipment
